You can find the Tutorials on map "Golden Ridge Reserve". In the main base Diamond Peak is a Mission board. Activate the mission on the right and middle boards.

For the new lures... you get the XP on this when you win the fight with the fish. If the fish will not bite try a smaller hook size.
