Description
I updated the Military academy for General mod and edited it for the current version of the game

This mod add some decisions and country idea like military academy.
Increase new general's skill level admiral's level and airforce.
now ai uses it too

@Nero Sima it actually should work with everything on both versions 1.11 and 1.12. only with the difference that, for example, in equestria, few people from countries can recruit 2 million soldiers for the last three decisions of the army due to the rather low base population
