No eyewear with power armour

Description

Stops colonists from being able to equip eyewear over full-head helmets.

Recommended for use with my Helmet with balaclava mod

Should work with any mod.

@Scuttle any idea when this'll get it's 1.4 tag? Works perfectly fine, but Rimpy and the error log are screaming because it doesn't have the tag.
