UWE - Bonedog Backpack Patch

Make all (bone)dogs added by UWE able to equip the special Bonedog Backpack made by Mogwai.

Additional changes:
+ Tweaked availability (Max 8%) to not make it the obvious best alternative.
+ Bonecats can use them too.
+ Renamed 'Bonedog Backpack' to 'Bonedog Combat Backpack' to avoid mistaking it with the regular bonedog backpack.
