But... do they only have one unique building/unit? I think all normal civs have one unique trait, and then two unique buildings/units/improvements. From what I see this only have one unit.
On a personal note, it also seems a little too powerful to me. That much bonus from every luxury resource seems excessive. Compare to vanilla russia, who gets only +1 production from strategics. I would remove some bonuses. I like the unique unit though, from what I can see. Again, it has an identity and fits with the theme. I can't say if it is balanced or not since I don't know its power, tech requirement, resource requirement e.t.c.
Anyway, that's my take. It's you mod and if you like playing with it, then it's good. Just figured you'd like to know what I think.
