Improved Lens Flare

I'm a simple person. I see lens effects, I like.

This makes the lens flares look more nicer, brighter and less compressed compared to the old flares while also respecting the game's aesthetic by not making it too clean.

Now for some reason, the flare's brightness is determined by the lens dirt's brightness rather than a parameter in the game's code, which threw me off and took me a while to get the look I wanted. If the lens dirt had a darker spot, there's little to no flare visible, and vice versa. Estranged: Act 1 has the same thing with it's flares as well which makes me believe either that game uses the same modified Source Engine as this game does, or it's just pure coincidence they happen to act the same.

Also apparently this is the only lens flare mod on this workshop.
