Very simple explanation:
Build city districts or luxury residences to avoid pop growth collapse.
A little more detailed explanation:
The mod itself works.
But what affects the pop growth is the planet capacity which can be different for each planet.
You can find this in the planet window at the top right when you move the mouse pointer to "Size" (do not click). It indicates the maximum population size for the planet.
This size can be increased by city districts or luxury residences.
So the ancient clone vats increase the pop growth in relation to the planet's capacity, not the maximum number of clone soldiers that can keep the ancient clone vats alive.
As far as I know, it is not really explained in detail anywhere... welcome to Stellaris 4.0.x ;)
