Description
Adds a new civic "Guided by an AI", which allows your dictatorial government to be ruled by an Artificial Intelligence while remaining an organic empire.

It is not Ironman compatible and modifies checksum

3.3.4 compatible

@Lazy_NOOBuddy aww, was kind of hoping for some secret interaction where the Contingency corrupts the empire's guiding AI and leads the organics in the empire to inadvertently help it's extermination effort.

No, it does not, it will act as a normal organic empire.

It only seems scary, but in reality dictatorial authority already decreases empire size by 10% and other bonuses make up for the lost 25% pop growth by quite a good amount in my experience.

I love this idea, but the pop growth and empire size are confusing me. I can understand wanting to balance this out somehow and I think that empire size detriment makes some sense in a lore way, like bandwith issues, 30% seems heavy tho. Also I think a unity detriment would make a lot of sense. Maybe, 10%/10%/10% unity/pop growth/empire size. That what I would do. 30% and 25% seem scary :lunar2019piginablanket::tigerinablanket: :oxinablanket:
