No tech difference penalty

Description
This mod makes only one simple change: it reduces any type of "technology difference" penalty to zero. Meaning that the only factor affecting the license purchase is your relation with the given country. As it should be.

For the time being, I'm staying on 1.11 Barbarossa due to new peace conference system introduced in 1.12, so this extension won't be updated. Until something changes in licensing area it should work fine though, also feel free to fork it if anyone wants to maintain it for 1.12 and later.
