SFO submod - War bears have siege attacker

This mod gives the attribute "Siege Attacker" to bear riders and characters riding a bear.
They also capture points quicker (same speed as lord)
Katarin and ice witches keep their magical attacks and "frostbite" when they are on bear.
Frost maiden are "normal threat" so they are not focused by missiles during battle

Plan for this mod :
I will see if War bear riders need a stat boost in SFO, for now, I will let Venris and SFO Team balance the mod as they want. If you have suggestions before realese of 1.0 please make them to SFO team (they need all feedback possible) and me (to see what I can do)
After realese of SFO 1.0 I will see if the units need a stat boost or not.
