man this already sounds like a cool mod. i can just imagine a universe where the head said no to the whole wings idea and just went "they can figure it out themselves, trust me this will work." and didn't have to deal with Singularity licenses which would mean that singularity laws were only enforced in certain districts by specific groups who want a "safe and stable city!" which most people just shrugged off as some ramblings of an insane person. but these groups were no laughing matter, they eventually start wiping out people who (somehow) replicate singularities for their own gain. this (of course) caused a huge deficit in power within the city.

Z corp (which I head cannon existing somehow) of course not being one of the wings and is instead the heads Bloodied left hand in keeping the city at least somewhat stable to an extent. Z corp instead known in the backstreets as the [ZERO Runners]
