Curbes the impact of "caps" on population greatly. For example, my main settlement Constantinople grew only 0.9% without the mod but around 4% with the mod.

You should combine this with my 1212 Less Population Squalor Penalty mod.

I might downsize the changes in a future update, I'm not sure. But since the mod is save-game compatible, you can always turn it off if your cities grow a wee bit large.
