[ArcCW] Adjusted Scopes - Halo CE+ Weaponry

Description
Another another fix pack, this time for Snowy Snowtime's Halo CE+ Weaponry. Just a simple stat tweak for a few of the working scopes; full ADS mobility, near-instant ADS time, and no ADS spread, just like in the original games.
