Compatibility Patch for Storage Districts and Solutions and the Gigastructural Engineering & More Frameworld Origin

Allows Frameworlds to build Storage Districts (10k storage, 1 job)
"Upgrade Habitation Sections" Decision also upgrades Storage Districts to their Ecumenopolis variant (30k storage, 3 jobs)
