Description
Brr... who knew there would be so much snow this Spring? I'm sure Lord Eliwood won't mind if I dump a little snow onto the battlefield.

UA: Snowstorm Scientists:
At the start of each Era, all cities lose 1 or 2 citizens for each tundra and snow tile respectively and gain percent science for each pop lost (max: 10), then each city generates a Meteorologist and Technology if it loses 5 and 10 citizens respectively.

UB: Ilian Weather Institution
Replaces the University. Provides a +33% boost to science. Tundra and Snow tiles will generate an additional +2 science. Upon researching Refrigeration, this building will retain 10% of food in this city, with an additional 2% per Snow and Tundra tile.

UU: Meteorologist
Replaces the Great Scientist. Upon expending this unit, an opportunity to change the weather around the nearest city for 10 turns will present itself.

Overcast: Removes all effects of weather currently active (This is the default weather status).

Sunny: City generates +10% Food but a -5% Science penalty; all units receive +1 Vision inside affected areas.

Rainy: River tiles generate +2 Production but -1 Food; all units have -1 movement inside affected areas.

Snowy: Tundra and Snow tiles generate+1 and +2 Science respectively, but all other tiles generate -1 Food; all units have -1 movement inside affected areas and hostile units will lose 10 HP at the start of their turn.
