NPC Stations Repair

Description
Fixes a bug with the game where the NPC stations do not repair themselves over time. The stations should repair at a similar rate to player ships when fully crewed. Pirate stations will not repair themselves.

I am no longer supporting this mod, because BoxelWare has fixed this in the base game.
