Description
Nerfed Isle of Mann decision mainly for multiplayer.

Elevate the Kingdom of Mann & the Isles changes:
- Changed the gained Renown from +2500 to +500
- Changed the length of the "Legacy of Piracy" modifier from 100 years to 25 years
- Changed the troops gained from 7500 to 3500 (1800 levies, 700 Jomsvikings, 700 Bondi and 300 Varangian Veterans) and made it non-inheritable on succession
- County of Isle of Man becomes 5 development if below 5
County of Isle of Man 8 development if above 5 and below 8
County of Isle of Man 12 development if above 8 and below 12
- Changed the "The Stolen City" modifier from 100 years to 30 years
- Changed the "The Stolen City" modifier from -200% construction time to -100% construction time
- Changed the "The Stolen City" modifier from -50% construction cost to -20% construction cost
- Changed the extra building slots from +3 to +1

Doesn't change vanilla files but overwrites the decision and effects itself so should be widely compatible
