The only values I've changed regarding surfaces are the Body friction: property/settings/surfacelist.srfl - basically the amount of grip the bodywork has when it makes contact with the track.
And Friction in the surfaces: property/object/surface_"".dntp - this only seems to have a minor effect with grip levels though.
Thirdly, for general collisions: property/settings/collisionmatrix_"".clmx - I've played with the five settings at the bottom to change how cars behave when they make contact with each other.
However, if you want to make drastic changes to physics, tire data is where you really want to be (vehicle/"car_name"/part/tires).
Makes a huge difference to how a car behaves, but it's so time consuming to do this for each vehicle that I've barely touched it. It;s why I've played around with surfaces for now, as a kind of alternative.
Definitely make sure other mods aren't active when running this one again, it will always have weird side effects if you do (track or skin mods work fine though).
If not, the only other thing I can think of is to verify integrity of the game file in properties.
