Randomizes every Country's factories, manpower, and resources. Ever wanted to lose to a Poland with 70 factories? With this mod you might have 40 or 140 factories as Germany.

Generally, the more states you have the more powerful your country will be. This means that the Soviet Union could have 800 factories. Fortunately or unfortunately however you view it, we have given the algorithm some nerfs against them so they shouldn't get too many factories.
