High Elf Garrison mod (Weakened Garrison)

Description
This is a weakened version of the Garrison mod for the one-sided high elves.
More fragile than the previous strength = similar to the original;


After you own the city wall building;
Your garrison will have a mage who will have spells of different strengths at different levels of your city defenses.
