Description
Removes the 100 or 50 year limit on the hybrid culture decision. Might have unforseen consequences? Oh well. Not my problem.

This is great for the cooldown, could you also remove the limit of doing this once per lifetime, at least for the player? (I think it's a character flag in scripted effect)
