Strategy Overhaul Bridge: ETC Weaponry

Description
Reconfigures ETC weapons to work with CI and Prototype Armoury better.

Provides infiltration and deterrence stats if you're using Covert Infiltration, and it should properly convert into how Prototype Armoury reworks weapons now.

Makes it so that ETC weapons consume resources but do not build it seems.

Funnily they DO appear in the buildable items for me, but building them consume resources without giving an item.

I found an interesting bug with the bridge specifically: I can research and build the ETC weapons but then they never show up in my armory or items lists. I disabled the bridge and the regular ETC mod seems to work fine.
