@Feesh yeah I've been in a event in A Colossal Problem event where there were 4 people that looked like slenderman lol out of the 8 or more there.

That's actually a very old Bethesda glitch, was replaying Fallout 3 not long ago and Moria's (from Craterside Supply) arms and legs were glitched just like that one of the times I was in her shop, made her look like a wendigo. Have also on rare occasion ran into random NPC's in both that game and Fallout 4 with the same glitch.

Ah yes the oldest Power Armor Glitch! I remember day 3 of beta Testing in 2018 my buddy taking a picture, not being able to stop laughing showing me what my character looked like when it glitched like that! Bethseda has failed to be rid of that bug because every time they update power armor or add a new skin it changes a little. So be warned all, whenever you wear power armor, you could look like to any player on your server!
