Adds some missing CE support to various mods.

(Submitted to the CE Team, will be removed once it is integrated into CE)

Current Patches:

Arrows Please (Continued):
- Fixed tomahawk & throwable torch spamming errors when used by pawns.
- Changes Ballista & Triple Ballista to use Javelins(Pila's) from CE
- Triple Ballista has a 3 Burst Shot

Apparello 2:
- 5 Hats were missing layers since the last CE Update

Communicable Diseases:
Fixed layers for
- DustMask
- Respirator

VGP Garden Drinks UF:
- All Alcohol Bottles that can be used as weapons.
