Disable Loading Arsenal Loadouts

Description
Disable loading loadouts in the arsenal so people don't take r*****ed kits. Couple this with only allowing certain weapons in the arsenal and you can have more control over gear. Good for milsim groups or more organized servers.

This is only usable in certain public Zeus servers, specifically;

Zeus EU#0A
Zeus EU#0B
Zeus EU#0C
Zeus+ EU#0D
Zeus USA#02
Zeus USA#04

You can still load in loadouts with the CTR+O hotkey
