WARP Cleanup Redux

Description
WARP Cleanup Crew, but with actual passives this time and a whole new set of cards. These guys are now focused around spending Charge instead of hoarding it, making them an anti R-Corp of sorts. Requires 1 Star of the City book to invite. Balanced around SotC1 pages and no transfers. You can beat it with UN2 pages though.

I'm kinda sad you removed the artwork. I genuinely liked it and made it much easier to differentiate from other cards.
