Supremacist Diplomatic Weight Balance

This is simply an edit to the Diplomatic Weight gained from the Supremacist stance, for anyone else who thinks it's ridiculously too high.

All it does is drop the Diplomatic Weight gained from Fleets given by the stance from 100% to 25%, so factions with strong militaries aren't rewarded with more Diplomatic Weight than factions actually *built* around Diplomacy.

Unfortunately, I'm no Stellaris modding expert, and as such it's just a replacement of the vanilla Policies file, meaning it'll probably override other policy-change mods if loaded after them, and vice-versa. I just figured there might be someone else who wanted to see that value changed.

For reference, anyone who wants to achieve the same result without the mod can go into Stellaris\common\policies and change the line "diplo_weight_naval_mult = 1.00" to whatever value they'd like (so this edit changes it to 0.25 instead of 1.00)
