A good example of how it should be done is the vanilla McCoy Logging Co. in Muldraugh - zombies that worked there have a chance for food to spawn in their Satchels. THAT feels like the right amount of loot to strive any modded zombie loot for. A trickle of extra food that you can't rely on, but can make all the difference having that extra 1-2 bags of chips. And it should only affect special zombies that would make sense to carry food on them.
There is literally no need for them to have hammers either, not only is it unrealistic for random bozos to carry hammers on them, but you can make Stone hammers for the exact purpose when you can't get the one from loot containers.
