I checked your descriptor.mod file - instead of text it just has NUL written many times in a row on a black background (not copyable as text), which happens if you open a non-text file as text.
It's the same in your tutorial_l_english.yml file.

I can't use your mod, in the paradox launcher it says "this modification does not have a descriptor file" and the mod does not turn on.
