Its Yugoslavian police, those units were callet PJP (Special Units of Police), they were not a real special units, they were mostly policemans but armed with proper infantry weapons, maybe something like Russian MVD or OMON. Their purpouse was fighting with KLA terrorist's as Army couldnt engage in local/state conflicts but only with outside agressor.
