Expand Planetary Sea up to planet size 200

Description
This mod removes the limit of using the Expand Planetary Sea Decision a maximum of 3 times per planet. You can now use it to make planets a maximum of size 200, no matter what their starting size is.

Warning

Planets this size sit below every other celestial body in the system, as you can see in the picture above. This isn't a game breaking bug, only a visual one. So, it is safe to use.

Also, this mod is extremely overpowered.

does this still work in 3.12?

Love the idea of this for a one planet challenge. Will you be updating this for the current version, or is it already compatible? My mod manager says it was made for 3.7 and flags a warning.

Absolute mandatory mod for aquatic playthrough. I love scouring the galaxy, declaring wars for more water and hoovering it all to be transported back to the big wet

Crime eventually becomes a problem so really, making huge worlds is good and all but the issue of crime is about the same as the old Birch world. Eventually you just cant manage it without having a crap ton of jobs devoted to keeping crime down.
