1. Where can I find the recipe?
The recipe is under Lightning category, and needs Science Machine to prototype.

2. Where can I config language?
The language, in normal circumstances, should follow your game language by default, which you would not need to do anything. If you encountered a bug, please kindly report it in the comment, thanks! (But even in the worst situation, it's in English)
