Why wont the sound turn off

I am very aware that a new patch dropped like 24-48 hour before I wrote this.

I'm attempting to roll the game back to 1.11 in order to try playing the mod, because it seems fun, but regardless of what I do, the map refuses to visually load in. I can interact with it still, but other wise all I see is a black screen with country names overlaid on top. Is there any known reason for this (for the record, vanilla and other mods I run do work in the previous versions still)?
