There is no foreign rule in Moldova, this has to be fixed. otherwise this is for no use.

It's probably because moldova is not the EU so technically their non-EU players. You should change the requiring to foreign instead

Domestic players are considered as foreign (non-EU), which I don't think is the case

For example, there is a lack of foreign players who can start the match. And the winter break in the season also does not appear in the game, it is not set in the editor. In some leagues, it is necessary to set players to be registered. After that, the rule must apply that young players, for example under the age of 19, do not have to be registered and can start at any time. Etc.
