The Nuclear Water Extractor , uses the heat from a fission reactor to sublimate ice vein into steam, releasing into the atmosphere. 50 ice => 0.05m water per minute and +0.001*C.
only works if atmosphere =< -5*C, faster than passive melting, and maintains the game balance of 1000 ice = 1m water
Ice consumed by factories and colonies also raises the water level by the same amount (so it's consistent) but space projects are not coded to increase the water level on consumption, meaning this project can when set to 1000 per m consistently interact with the new system by raising the water by the same amount as it would if consumed in any other way.
