2023 note: I no longer regularly play Democracy 4 so this mod may no longer work.
Nonetheless it was fun to make and was amusing to me.

This mod adds the 'Pile Through Act' policy - a law that makes it legal for automobiles to simply drive through environmental protesters and get on with their day.

In-game Description:
In recent years there has been an increasing frequency of environmental protests from radical groups trying to pressure us into taking action to improve the environment, this is despite all of our efforts to appease this voter group. These groups have grown such conviction that they are now regularly trying to pressure us with disruptive protests that block vital roads. Some say that these groups are bringing attention to important issues, but for many ordinary people in our country they're becoming increasingly frustrated with being late for work. ''Something has to be done about this'' it is widely agreed within our government, but the big question is on how best we resolve this issue. One of the more radical solutions being put forward to improve traffic flow is the ''Pile Through Act'' - a law that would make it legal for automobiles to simply drive through these protesters and get on with their day. This would certainly discourage protesters and show the world that our government places great value in maintaining trade & infrastructure, no matter what the cost may be, whilst also being popular amongst motorists and commuters who can finally vent their frustration. However, environmentalist groups are likely to feel that their concerns are being ignored, and this law would inevitably lead to more traffic related injuries amongst the most stubborn adherents.

They are disrupting the car culture... by forcing cars to idle in miles-long traffic jams for hours. You know, causing the EXACT OPPOSITE of what they claim to promote.

Also, obstruction of highways kills people. Think about all the ambulances and firetrucks that are stalled because some degenerate was paid by Red China or Russia to advocate for misanthropic population reduction by de-industrialization.

omg absolutely horrifying. Does the policy lead to an escalation of violence between people who can't bear to be inconvenienced in any way and people disrupting a clearly destructive car culture by protesting for environmental and human rights?

If you are still worried about raw numbers, if I were to play the USA and set the policy to maximum, after a couple years it become -0.14%.

Did you know 459,200 Americans die every year under the Pile Through Act? lol.
Should it be lower? Definitely. Does it need to be lower? Not really :)

On the population point you're probably right but I wanted something to simulate the fatalities such a policy would cause, especially when unrestricted: the raw numbers are set for each country and the "Population" statistic adjusts it (though I am not sure exactly under which equation - if you know a way to look at the current population count during gameplay let me know).
Two points: 1. the population impact value is scaled with the Environment Protests so that population drop reduces as the regularity of the protests subside - a lot of effects are at their peak when protests are in effect, I did this so it is a more coherent policy. 2. The overall impact is super low. We are talking -1.5% at most initially, and -0.1 to -0.5% after a few turns nothing that disrupts gameplay, the logic there being that criminals & politicians are misusing the law to try and get away with hitting people with their cars.
