Like I mentioned on another EMF mod where that comment was written, it's most likely due to Trade Goods Expanded and another incompatible mod. None of the other mods touch buildings or the macro builder.

I can't say whether it was a different mod I had running in the background that was causing it because I didn't try without any mods running, but it was both this mod and Ages and Splendor that were causing that for me.

Hey, I'm having an issue with one of the mods in the Expanded Family - I have no idea which one causes it, but when I click on the construction icon on the top left my game just crashes

@Hexatron: It can use most of them, yes.
Hexatron 8 Sep @ 4:39am
does the ai uses those peace treaty types too?

@Tamam31: As explained in the details discussion, the peace offer to seize fleets is available if you are the Naval Hegemon and have declared war on a country with a specific CB. How you gain that CB is also explained in the discussion, but essentially it is gained against Great Powers with 100 or more ships (excluding transports).

how do i seize fleets?
LimonenZitrone  [author] 16 Mar @ 3:35pm
@Smack: Yes, it's purely there to hurt the enemy (like pillaging capital when you can't gain any dev from it). Being able to loot splendor that way would be way too strong.
Smack 16 Mar @ 1:14am
"Raid splendid court" AI loses 150 splendor but the player gains nothing.

Okay thanks.
