another StepMania port, this time from In The Groove 3, an arcade game that let's you put your own music and save scores by using a USB Stick

pretty much Unfinished for now, i want to make it look as good as possible but i want to share it with ya'll.
The bann- i mean, preview was rushed but i will put another one with the release of the full skin TwT

ok instead i will just make another version that suits more fullscreen users, the stuff i putted that only works with the positions in 4:3 will be confusing to put in a skin.ini, still, i will make some options to customize the skin

well i use 4:3 aspect ratio with 640x480 so it's comfortable to me, but i will include comments to help change and/or fix the position of stuff between aspect ratio in the skin.ini
