I can't say for certain.
The mod merely edits the allowed max number of the same kind of specialised sectors.
Can't find a line for max sectors claims per colony.

I used it in the galactic empire, so i'd guess "regular" skirmishes work too.
I've never tried the campaign.

What game mode is this mod for because it doesn't seem to work in the Campaign I can still only do 2 of each sector.

No, i mean you can make 2 more sectors into each energy, industrial, agriculture or research exploitation.

As the name says.
It changes the amout of specialised sectors you can build form 2 to 4.

Simple. Mods need a pic to release and the mod tool was somehow a bit picky.
