faction relations fixes

Description
changes in faction relations i think make sense:
makes ancient ruins and old machines not fight each other, makes anti-slavers hate reavers
makes manhunters and slave hunters hate anti-slavers, makes fishman no longer coexist with skin bandits
makes skeletons coexist with old machines
makes united cities coexist with manhunters and slave hunters
makes the player faction no longer have a -100 relations with dust bandits despite it's relations not really mattering
makes flotsam ninjas hate cannibals
makes rebel farmers and rebel swordsmen coexist with shinobi thieves and makes united cities, slave traders and trader's guild coexist with empire peasants
makes skeleton legion, old machines, second empire, ancient ruins and second empire exiles all allied with each other, as for some reason Cat-lon could be fought by old machines before
makes the holy nation and skeletons factions have -100 relations with each other

Hopefully this stops entire towns in the UC always inevitably descending into riots due to a chain reaction started by slavers and manhunters.
