What Does This Mod Do?
The standard model for Total War's "great power" diplomacy penalties always grated with me. I noticed that in the pre-release footage for this update that an opportunity was missed to remove it and integrate it into the Administration system.

As such, I've quickly removed great power and added diplomacy penalties to the effect bundles for administration burden.

Burden tiers:

Tier 1/ 2: There is no diplomacy penalty for these tiers!
Tier 3: -4
Tier 4: -8
Tier 5: -16
Tier 6: -28
Tier 7: -36
Tier 8: -40
Tier 9: -44
Tier 20: -44

Impact:

• The hope (I've obviously not tested the balance much) is that you get a bit more breathing room at the start of the game before diplomacy penalties kick in.
  
• You should see a reasonably steady increase and then it will level out as you get very large.
  
• Late game penalties should be less than in vanilla.
  
• Technologies and prayers should easily compensate for these.
