Guo Jia joins player's faction in 198

You can recruit him in 190 and 194 starts, because he can show up in your recruitment pool. In 200 he will join you via an event.

194: MAYBE (in 198)
200: ✅

If you really want him in 194 start date, wait to activate the mod in a later year like 200+ (or just use the above link for Xun Yu who will recommend Guo Jia into your faction). The problem with Guo Jia is that he never starts in a faction, only in 200. In 194 sometimes he dosen't join any faction untill like 200. If he is not in any faction, then this mod will never work.
