You can try these things:
Repair your files and then sub to this mod: https://gtm.steamproxy.vip/sharedfiles/filedetails/?id=2281892119&searchtext=core
and then move it to the top of the load order. Start new game see if it works.
If not working with Tao Qian, then try another faction, maybe it has a conflict with Tao Qian (I don't think so).

idk what is wrong but he does not join. He isnt dead and he exists in a faction. Tao Qian campaign

是的，我所有的 190 mod 都可以在 182 中使用。但我从不检查当时是否存在将军。如果你使用它会在公元 190 年激活，他会加入你，但前提是他在地图上。mod设置为190。但在那之后它也可以工作（在190之前也是如此，但你必须达到190）

Guo Jia and Xu Chu 190 are problematic. Imperial seal is a unique item, maybe mod can remove it from the game, then add it to player's faction.
