It does work! Buy the civilian, latch it to a Keshig, then move the Keshig, not the civilian, and the civilian will come with.
You won't be able to do any actions with the civilian that turn though.
I'm not sure if that's considered "depleting" the movement or starting with all actions used up.
Either way I doubt you will be able to build with the unit even if you move it that turn. But you may be able to get it started going to where you want it to get to.
