Customizable TV, Replaces Animated Static and Colored Bars

Description
Replaces the TV display from animated static or colored bars to a vtf file of your choice.

To choose your screen image:
Import a spray that you renamed tv.vtf or tv.tga; no need to use this as your spray afterwards
