this mod is not compatible with kaiserreich, but I could try to make a mod with the same characteristics as this one, but compatible with kaiserreich, something like what staemempire did

yes, you can urbanize all the states on the map, until they become a megalopolis

I mean, there isn't really a limit, you can urbanize a pastoral area until it becomes a megalopolis, the same for islands and enclaves
