That mod creates it's own parent for those floors and doesn't call on the vanilla floor base. From what I can see this mod here patches the vanilla base and adds it's own needed terrain affordance to it. Naturally a modded floor base woudn't get patched.
For a quick and dirty work around, just find where outland has it's floor base, then add "Plitka" into that list. It'd probably look like this:
