Introduction and some explanations
As it was said in the guide's description, this is a shotgun build for loud contracts that aims to keep a good balance between good damage, mobility and ammunition conservation. To reach this objective we'll be working with critical damage, high concealment and, consequently, a low detection risk.
The build
So, let's get straight to the point. I'll put some screenshots below to show you which skills that I choose per class, the weapons, perk deck, throwable, melee, equipment and the ballistic vest.
Mastermind skills
Enforcer skills
Technician skills
Ghost skills
Fugitive skills

Perk Deck
For the Perk Deck we'll be going with the Anarchist:

Armor
For the armor, go with the Lightweight ballistic vest.

Equipment
For the equipment we'll be bringing the Doctor bag.

Melee
And for the melee we have two options: The electrical brass knuckles or the buzzer. I personally prefer the Electrical brass knuckles due to its quicker charge time.

Throwable
And finally, for the throwable the best option is the Concussion grenade due to the fact that it's extremely helpful in multiple situations, such as: revive an ally, complete an objetive or simply escape.

Strategy and a few tips
The strategy devised when creating this build was to benefit from the critical damage as much as possible. Hence the choice of Izhma; the high rate of fire and the relatively high concealment with critical damage is a combination that can do a lot of damage.

The judge is used here mainly to destroy the bulldozer's visor, kill shields, kill Winters and can even be used to kill snipers depending on the distance, of course.

The lightweight ballistic vest together with the Perk Deck Anarchist and the Bullseye skill guarantees at the same time, good protection and the mobility necessary to achieve the objectives.

The concussion grenade, as stated earlier, can be used in the most critical moments, such as: reviving a fallen ally, releasing an ally from custody, completing an objective or simply escape if you are surrounded.

The Buzzer/Electrical brass knuckles is really useful against cloackers. If a cloaker comes running towards you can stop him using one of the melees mentioned previously, all you need to do is to get the correct timing; so, this way you avoid spending points on the counterstrike skill and can spend them on something more useful.

Finally, bear in mind that every build has pros and cons; This one is not different. I would say that this build is really effective against all specials, except snipers. So, get cover and try to approach carefully, if necessary, then kill 'em with The judge (don't try to confront them directly).

Also try to get as many headshots as possible, for two reasons: the obvious one is that a headshot is more likely to kill an enemy and the other one is due to the Bullseye skill you regen armor each time you get a successful headshot. Remember that your whole survivability will be centered on your armor, so whenever it goes down try to hide and cover to wait for it to regen or try to get a successful headshot as soon as possible.
The end of the line
So, this is the end of the guide.

Thanks for your attention and...
"Keep those helmets flying!!!"
