Unbalanced Stuff - Low Impact Rail Gun

Description
The Semi-Automatic Fast Alternation Low Impact Rail Gun (SAFALIRG) was designed during the First Galactic Glitterwar.
A corporate junior executive with an engineering background noticed that his conscripted security recruits were suffering from a series of problems with learning how to shoot. 
The arquebus they were training with had a high recoil and a low reload time.
This severely impacted their ability to learn how to form a proper body posture and maintain an accurate sight picture.
The powder wouldn't consistently fire at the same speed meaning they never learned how to breathe properly and they had a lot of trouble with their trigger squeeze as they would have to squeeze at differing amounts of strength to get the same results.
Also, blowing holes into their friends or themselves during reloading didn't help morale. 
As a result the once engineer, junior executive determined a new weapon was in order for training.
To solve the recoil issues he determined that a series of intensely high-powered magnets turning on and off in a series down a rail could pull a round forward without causing blowback.
He had seen this principle used on large ships before.
To solve the reloading problem he designed the weapon to be semi-automatic.
He realized that these two ideas implemented would also solve the firing issues clearing up the breathing and trigger squeeze problems.
Finally, he used microscopic amounts of adamantium as the bullet as it was incredibly light and would produce a low impact (thus avoiding leaving holes in recruits or their drilling instructors). 
The results were fantastic and the recruits were quickly trained given a high-impact version using adamantite rounds which would hit much harder when fully trained ( https://gtm.steamproxy.vip/sharedfiles/filedetails/?id=2489286895 ).
The Junior Executive was investigated and summarily executed for the high crime of using Adamantium for the purpose of making a training device (which turned out to not be a crime at all, but a board member didn't like it) while his supervisors got promoted for finding such a useful scapegoat to solve their problems.
