Hunter Dayton Governor

This is a mod that adds Hunter Dayton, the War Criminal as a governor. Special thanks to mofferthond, author of Jason Derulo Governor because a lot of the base code is borrowed from that mod.

Hunter Dayton Governor's base ability gives his city +0.5 production per citizen, similar to the default science bonus. This will allow his citiy to produce more units for warmongering.

His first tier 1 promotion gives his city an extra 15% bonus in creating wonders, so he can get military focused wonders out of the way and start to produce more units.

His other tier 1 promotion gives all units trained in his city +1 movement, similar to Simon Bolivar's ability which helps a lot in domination.

His tier 2 ability gives his city +3 amenities, which should help with war weariness from Hunter Dayton, the War Criminal's excessive warmongering.

His first tier 3 ability gives his city double production towards Giant Death Robots, which can be used to protect yourself from other Civ's GDR's or continue to commit atrocities with your own army.

His other tier 3 ability allows his civ to produce great artists quickly and get massive amounts of culture from them, so that he can reseach Fascism as quickly as possible for efficient warmongering.
